THE QUICK ANSWER
What to settle first.
Use two scopes when a sewer-related event involves both pipe questions and affected building materials. Worthington’s guidance identifies owner responsibility for the lateral and permit requirements for repairs. That does not diagnose the event. Ask each business to name its responsibility, exclusions and handoff before authorizing work.
AT A GLANCE
Three points to clarify.
Lateral question
Component, repair business and evidence. Ask: What permit or inspection needs confirmation?
Restoration scope
Rooms, materials and access limits. Ask: Which assessment and cleanup tasks are included?
Handoff
Dated work record and unresolved items. Ask: What remains for the next responsible party?
01 / WORK THROUGH THE DECISION
Start with the jurisdiction and the evidence
Worthington maintains separate storm and sanitary sewer systems. Its sewer guidance assigns the lateral, including the connection at the main, to the property owner and describes permit requirements for lateral repairs. Confirm the current official requirements for the actual address and proposed work; a general webpage cannot decide the cause of your event.
Keep safely observed conditions separate from pipe findings. A restoration provider may document affected rooms while a qualified repair business investigates a connection. Ask who is responsible for each question and which evidence supports the proposed work. Do not open drains, enter a contaminated area or attempt to clear a line merely to complete this worksheet.
02 / WORK THROUGH THE DECISION
Compare two written work boundaries
For the repair scope, record the business, the component under discussion and the applicable permit or inspection questions. For the restoration scope, record affected spaces, assessment limits and the proposed handling of materials. Neither document should silently stand in for the other.
Ask each provider which tasks it excludes. Source repair, extraction, cleaning, monitoring, reconstruction and contents handling may involve different agreements. The sewage-cleanup service guide is a place to prepare questions about the restoration side; it does not promise that the responding provider also repairs a private lateral.

Keep the transition documented
When one business finishes a task, retain its dated findings and explain to the next assessor what remains unknown. A source repair does not by itself establish that surrounding materials have been assessed. Conversely, a cleanup record does not prove a pipe repair meets local requirements.
Use a revision record if the assessed boundary changes. Name the new finding, proposed work, price, exclusions and person authorized to agree. Keep permit questions with the responsible business and official authority. This makes the handoff understandable without assigning a technical or legal conclusion yourself.

Your call notes
Questions to ask: Record component, repair business and evidence. Record rooms, materials and access limits. Record dated work record and unresolved items. Please confirm whether you handle the water-damage needs I describe and serve my address, plus any assessment fees and exclusions.
Common questions
Can the restoration proposal substitute for a lateral repair scope?
No. Identify the business responsible for the pipe question and the business assessing building materials. Ask each to list its actual tasks, exclusions and evidence.
Does the Worthington webpage identify my event’s cause?
No. General utility and permit guidance is not a finding at your property. Use it to frame questions for the authority and responsible repair business.
