Report observations without treating a program as cleanup
Bexley asks residents to report basement, yard and street flooding. Its Residential Sewer Program addresses property-side inflow and infiltration issues. A report or program inquiry is useful local context, but it is not evidence that a particular item is safe to move, that a cleanup visit is booked or that a repair is funded.
Keep the location and timing of the event, the official reporting reference and any access instructions with your own notes. Describe visible observations rather than deciding whether a public pipe, private lateral or another source caused the event.

List contents that change access
From a safe location, identify large stored items, narrow doors, stairs and occupied rooms that may affect equipment access. Mark items you cannot safely inspect or move. Do not carry wet contents into a clean room just to make space for a quote visit; ask the provider how it plans to protect travel routes and handle affected belongings.

Compare the sequence, not only the total

Two proposals may include different responsibilities even if they name the same basement. A missing contents line can turn into an unexpected charge or a delay once equipment arrives.
Keep any disposal decision distinct from temporary movement or storage. Ask who authorizes it, how the decision is documented and what the price includes.
